Role Purpose

In coordination with Yichang program, manage assigned activities in the new program purchasing process in the business unit to ensure the involvement of Purchasing in all new programs from the earliest stage of the new plant set-up phase.

Oversee purchasing of equipment for plant start up, to ensure quality, on-time delivery, cost management and service.

Local purchasing of equipment, facilities and office furniture, stationeries, and all new plant construction materials; ensure quality, cost control and timely delivery of all purchased items.

Assist plant quality control, production departments and suppliers to continuously improve supplier quality, shipping and service performance.

Support China regional MF purchasing team to Purchasing strategy and vendor management

Major Responsibilities and Activities

Oversee purchasing of equipment, (mainly importing from WB NA) for Yichang plant start up, to ensure quality, on-time delivery, cost management and service.

Local purchasing of equipment, facilities and office furniture, stationeries, and all new plant construction materials; ensure quality, cost control and timely delivery of all purchased items.

Monitor and track assigned activities for the purchasing performance in programs: ensure the control of costs, tooling expenditures, delivery deadlines and quality requirements, and ensure the implementation of corrective actions for any deviation to reach program targets.

Participant in program team, drive the project cost and schedule commitment in project stage.

Support China regional MF project components sourcing with cross function team input. Direct advanced purchasing performance follow up in quality, cost and delivery aspects as well as trouble shooting to support project quick launch.

Purchasing strategy and vendor management

Develop a low-cost, strategically positioned supplier pool that meets quality requirements to support existing and future material procurement needs

Assist quality control, production departments and suppliers to continuously improve supplier quality, shipping and service performance

Completion of supplier selection, price and terms negotiation for the goods or projects in charge, development of procurement contracts and monitoring of supplier performance

Support price, supply channel and material planning information required in cost estimates as needed to ensure access to new projects

Set cost reduction targets and collaborate with relevant departments to ensure on-time implementation to meet the company's annual profit plan

Comply with all procurement processes and maintain relevant procurement documentation to ensure compliance with the company system

Continuously improve the procurement process within the scope of authorization to improve procurement competitiveness and customer satisfaction

Minimum Qualifications, Formal Education, Certification or Equivalent

Bachelor’s degree in engineering or business

Working Experience – Nature & Length

At least 3 years related experience in a manufacturing background, 2 years in auto industry.

Additional Qualifications – Technical or Functional Competency Requirements

Good command of English in oral and writing.

Excellent communication, negotiation skills.
